Electronic Recycling

Effective September 1, 2010, 2009 Act 50 prohibits disposal of certain electronic devices in Wisconsin landfills, burning in an incineration facility, or placing these devices in a container intended for disposal or incineration [s.287207(5), Wis. Stats.]. This ban does not require a solid waste treatment or disposal facility to retrieve a consumer video display device (a television or computer monitor with a tube or a screen that is at least 7 inches in its longest diagonal measurement) if doing so is impractical or would jeopardize the health or safety of a worker, or if the device has been damaged to the extent that recycling is no longer practical or feasible [(s.287.07(5)(b), Wis. Stats.]. Electronic devices included in the ban are computers, printers, video display devices, peripherals, fax machines, dvd players, vcrs, and other video players (i.e., dvrs).

Fall Clean-Up/Fix-Up Week

Fall clean-up week is the second full week in November (12-16).

City crews will pick up anything (except hazardous waste, motor oil, electronics, propane tank and tires) that you put out on your normal garbage pickup day. Garden debris, small sticks, and twigs must be in the 2-ply Kraft paper compost bags or in an open container not larger than thirty (30) gallons and not weighing more than fifty (50) pounds. Paper or plastic bags or boxes of any kind containing yard waste will not be picked up. (Note: There is a difference between a compost bag and a regular paper bag).

Limbs and branches two (2) feet to four (4) feet in length should be wrapped in bundles. Limbs and branches four (4) feet to six (6) feet long should be neatly placed on the terrace with the butt ends facing the roadway. Any branches less than two (2) feet in length is considered yard waste and must be in the 2-ply Kraft paper compost bags or in an open container not larger than thirty (30) gallons and not weighing more than fifty (50) pounds. Limb and branch collection by the City occurs during the second full week (Sunday-Saturday) of every month.

All major appliances will need a sticker before placing out for collection. You may purchase a sticker from the City Clerk's office at 201 West Second Street, Monday through Friday, between 8:00 a.m. and 4:30 p.m. Refrigerants (freezer, refrigerator, air conditioner or dehumidifier) are $15.00. Non-Refrigerants (stove, microwave, oven, washer, dryer, dishwasher, furnace or water heater) are $10.00. If the unit is on the curb or alley more than thirty (30) days, then an additional charge of $20.00 plus the price of the unit will be charged to the property owner.

Grass clippings will be accepted. However, the City of Kaukauna and the Wisconsin Department of Natural Resources encourage residents to leave their grass clippings on the lawn. Lawn clippings are a good source of fertilizer and can also make excellent compost.

Hazardous waste: solvents, gasoline, fuel oil, pesticides, insecticides, herbicides, antifreeze, lead based paint/oil based paint, acids and alkalies, etc. These items cannot be put out for pick-up. They must be taken to one of the Outagamie County drop-off sites. Please call the Outagamie County Solid Waste facility at 832-5277 with Clean-Sweep questions.

Take this opportunity to clean up around your home and garage and dispose of any unwanted items. Please make sure these items are out by 7:00 a.m. on your normal garbage pick up day.

If there are any questions, call the Street Department office at 766-6337.

Significant savings will be realized by the City of Kaukauna by having our fall tire collection coinciding with the County's free drop-off. Kaukauna Street Department will collect a maximum of four (4) tires from residential customers only, rims must be removed.

Heavy Equipment

Any homeowners planning a construction project within the City limits should be advised of the following City policies:

  1. Any contractor doing new or replacement work is required to remove and dispose of all construction debris at his expense.
  2. A homeowner using heavy equipment (backhoe, tractor, skid steer, etc.) is considered a contractor. Therefore, they are responsible for debris removal. The City will not pick up this debris.

Weeds

Notice is hereby given to each person who owns, occupies or controls land in the City of Kaukauna. Ordinance 10.03 (6) of the Kaukauna Municipal Code requires that all noxious weeds and other rank growth of vegetation be kept to a height of not to exceed 1 foot. Exceptions are given to vacant lots in the Industrial Park and to other lots in the City that are located on a face block where less than 50% of the face block is occupied. Street Department Crews will cut weeds and rank growth on lots that are in violation. The work will be done periodically throughout the summer as manpower allows. A minimum charge of $70 will be applied to the property for each occurrence that requires the City to cut vegetation.

Spring Tire Collection

The Outagamie County Division of Solid Waste has agreed to collect tires from municipalities during the week of April 16-19 at no charge. Significant savings will be realized by the City of Kaukauna by having our spring tire collection coinciding with the County's free drop-off. Kaukauna Street Department will collect a maximum of four (4) tires from residential customers only, rims must be removed.

Propane Tanks

You may bring your empty propane tank to a propane dealer or the County Landfill will accept them for a fee.

Recyclables Collection

Recycling is picked up every other week on your garbage collection day.

To make this transition easy on the recycling and garbage drivers, because your garbage and recycling is on the same day we ask that you clearly separate your trash from your recycling (set trash on one side of driveway and recyclables on the other).

Recyclable plastic, glass, tin, and aluminum can be placed curbside in a reusable container. Reusable containers must be between 15 and 33 gallons with handles on the outside of them and weigh less than 50 pounds when set at the curb. Containers must also be marked with an Outagamie County Recycling Sticker. Paper can be set out for recycling in paper bags, a cardboard box no larger than 3ft. x 3ft. x 1ft. or a separate reusable container as described above. Corrugated cardboard boxes should be flattened, if possible, to save space, and cut into pieces no larger than 3 ft. x 3ft.

To get all residents picked up in time the recycling drivers have to start early so make sure to have all your recycling out either the night before or by 6:00 am.

If for some reasons you should have a concern about your recyclables collection please feel free to call Inland Services directly at 759-0501 to express any concerns you may have.

Yardwaste Vs. Brush Collection

As the Street Department defines it, yardwaste is garden debris, flowers, trimmings from bushes,  hedges and grass clippings. However, the City of Kaukauna and Wisconsin Department of Natural Resources does encourage residents to leave grass clippings on the lawn. Lawn clippings are a good source of fertilizer and can also make excellent compost. Also considered yard waste are branches two feet or less, whether they are from the homeowner trimming trees or from a storm. Yardwaste is picked up curbside three times a year, twice in the spring and once in the fall. Yardwaste can also be dropped off at the drop off site which is open throughout the summer months on specific dates and times. Yardwaste information is listed under Yardwaste Drop Off Site.

Brush is considered branches that are two feet or longer. Brush pickup is the second full week of each month (Sunday-Saturday). Additional brush pick up information is available under Brush Collection.

Cash will not be accepted at the drop-off point. The vouchers will be sold in $5.00 increments and will be good for the disposal of five bags or five cans of yard waste. No loose yard waste will be accepted. The yard waste attendant will validate vouchers. To assist City residents in the disposal of fall yard waste, the City of Kaukauna will offer the drop off site to be open for four days free of charge. Can I put grass clippings in my garbage?
No, grass clippings is yard waste and should be brought down to the yard waste drop off site when open. However, the City of Kaukauna and D.N.R. encourage residents to leave grass clippings on the lawn. Lawn clippings are a good source of fertilizer and can also make excellent compost.

How do I dispose of my medical sharps?
Under Wisconsin law, medical sharps can not be disposed of in the regular garbage. You must place the sharps in a container marked sharps with the cover on and bring it to Appleton Medical Center or St. Elizabeth Hospital emergency rooms.

How do I get rid of old paint?
Latex paint can be placed in your normal garbage provided you take the lid off and dry the paint up. To speed up the drying process you can mix sand, cat litter or oil dry to the paint. Oil based paint has to be brought down to one of the Household Hazardous Waste Clean Sweep drop off sites. You may call 832-5277 for information.

What is the purpose of crack filling?
Much money has been invested in our city streets. Various types of maintenance activities are performed on the pavements to extend their life and protect the investment that has been made. Crack filling is one maintenance activity that is performed for that reason. The operation helps reduce the amount of water and "incompressibles" (dirt and stone) that enter the pavement cracks and joints.

What time does crack filling start in the morning?
The street department is often required to begin the crack filling operation at 4:00 am. This is done for various reasons. The lack of traffic at this time allows the crew to work safer and more productively. Also, there are fewer parked vehicles on the pavement, the operation is more effective, and the pavement can be opened to traffic sooner.

When and where can I place my garbage out for collection?
Containers shall be placed at the curb in the residential district or at the alley line if there is an alley and at ground level at the rear of business places not more than 24 hours prior to the time of collection.

When does the yard waste drop off site open?
The yard waste drop off site is open June through November on specific dates and times. Dates and times are listed in the Spring Community Newsletter.

Where can I dispose of my antifreeze?
You may bring your antifreeze to one of the Household Hazardous Waste Clean Sweep drop off sites. You may call 832-5277 for information.

Who do I contact for a sanitary or storm sewer backup?
If a sanitary or storm sewer at your property is backed up, contact the street department at 766-6337. Please be advised that the vast majority of sanitary sewer backups are clogged by laterals (i.e. the pipe that connects private property with the public sewer main in the street), which is the responsibility of the property owner.

Who takes care of the lights in the City?
The street department takes care of the decorative lighting only. You may call the utility company at 766-5721 for all other lighting questions.
